Child Relocation and Parental Abductions

Most parents who are looking at modifying child custody agreements in Virginia regarding child relocation to another state would not resort to kidnapping if the court ruled against them. The same goes for parents who are opposing the child relocation proposal. However, not all parents have the same outlook about breaking the law and risking welfare and mental wellbeing of their child.

Child Relocation and Parental Abduction from Virginia

The Federal Bureau of Investigation is looking for parents who have abducted their own children. There are 28 kidnappings on the FBI’s Wanted List for Parental Abductors. Fortunately, none of the parental abduction cases originated in Virginia.

Child Relocation and Parental Kidnapping from Other States

Roughly 40% of the parents listed with the Federal Bureau of Investigation as
parental abductors may be in the United States. These include:

  • Ÿ Trina Faith Slinkard, who took her 3 children from Indiana in 1996
  • Ÿ Carolyn Anee Celine Casey-Keyvani, who abducted her child in 2006 from Pennsylvania
  • Ÿ Alvaro Carillo Garcia, who took his child in 2001 from Washington state
  • Ÿ Ann Kibalo, who kidnapped her child in 2001

Child Relocation and International Parental Abduction

The FBI suspects that about 60% of the parents who abducted their children are now living in foreign countries. These cases include:

  • Ÿ Chere Lyn Tomayko, who may have taken her daughter to Costa Rica
  • Ÿ Jeffery G. Shipman, who may have taken his daughter to England or Germany
  • Ÿ Aline Rivas-Vera, who may have taken her daughter to Mexico
